Downstate Health Physicians, represents the faculty of SUNY Downstate Health Sciences University, Brooklyn’s only academic medical center. Our organization is seeking a Chief Financial Officer (CFO).

This position reports to the Chief Executive Officer of University Physicians of Brooklyn Inc. Practice Plan.
The ideal candidate understands both healthcare and physician practice industry trends and dynamics, they will work closely with department managers to identify opportunities for expense reduction, revenue enhancements and any other financial related activities.
The Chief Financial Offer, is responsible for directing the fiscal functions of the Physician Practice Plan in accordance with generally accepted accounting principles issued by the Financial Accounting Standards Board, other regulatory and advisory organizations and in accordance with financial management techniques and practices appropriate within non-profits. The CFO will direct the organization’s financial planning and budgeting functions.
Duties and Responsibilities
· Develops and monitors operating budgets and capital, including labor and productivity.
· Identifies budget variances and trends, and works with the department leadership to understand and develop gap-closure plans.
· Review and ensure application of appropriate internal controls, compliance and financial procedures.
· Oversees the UPB Administration finance department and responsible for managing all employees within the Department
· Oversees and monitors the Revenue Cycle and Patient Financial services department identifying trends and opportunities within revenue cycle activities
· Ensure timeliness and accuracy of financial and management reporting data for internal and external constituents.
· Oversee the preparation and timely filing of all local, state and federal tax returns.
· Oversee the month-end closing process, constantly reviewing procedures while eliminating inefficiencies.
· Review and approve all month-end closing activities including reconciliations of general ledger accounts.
· Enhance and implement financial and accounting systems, processes, tools and control systems.
· Develop, organize, implement, direct and evaluate the agency's fiscal plan based on function and performance.
· Provide timely and accurate analysis of budgets, financial reports and financial trends in order to assist the President/CEO and the Board and other senior executives in performing their responsibilities.
· Provides technical financial advice and knowledge to others within the financial discipline.
· Provides ad-hoc financial reports for management and board.
· Maintains relationships with vendors of outsourced services, IT and telecommunications providers.
· Procures insurance in adequate amounts to transfer assessed risk.
· Prepares contracts for procured services and sub-contracted services.
· Participates in board meetings and executive committee, finance and human resources committees.
· Participates in the development of the agency’s strategic plan.
· Regular attendance during office hours.
· Performs all other management responsibilities as defined by UPB
Requirements: Bachelor’s Degree in Accounting or Finance. Master’s Degree in accounting, business administration, public or nonprofit administration, or CPA strongly preferred. 5+ years of progressively responsible experience in the financial management of a complex physician group and Academic Medical Center/ Integrated delivery system.
